Marble is calcareous, so lemon juice, vinegar and acidic cleaners etch it; true quartzite, 7 on the Mohs scale, does not. On floors we specify a honed, matte finish: in the Natural Stone Institute's friction study, no polished stone type averaged the 0.42 wet DCOF benchmark for floors walked on wet.

A curbless floor in one plane
A curbless shower, one with no raised threshold, slopes 1/4 inch per foot in a single plane to a linear drain, which lets large-format tile run across the floor. One Infinity Drain outlet carries 9 gallons per minute, while a digital multi-head system can draw 13.0 to 21.0 gpm, so we size the drain to the valve.

A steam room, sealed and sloped
Mr.Steam's manual calls for a fully enclosed room and recommends a gasketed door, and the ceiling slopes so condensate does not drip, 1 inch per foot in ThermaSol's manual. Stone walls change the generator: Mr.Steam's sizing worksheet adds 50% to the room volume for marble or natural stone.

Rough plumbing stays uncovered until it is inspected, and the electrical work closes with an inspection agency's certificate.

Deposits go into an escrow account or are covered by a bond, as Lien Law section 71-a requires: money paid before substantial completion is deposited within five business days in a bank located in New York State, and you are told in writing which bank holds it. What New Rochelle's buildings, water and flood maps mean for a bathroom
New Rochelle's housing is older than the county's. The Census Bureau's American Community Survey for 2020-2024 puts the city's median year built at 1955, against 1959 for Westchester County, and counts 32.5% of its 32,792 homes as built in 1939 or earlier. Detached houses and apartments in buildings of 20 or more units are equally common here, at 38.1% each. So a bathroom in the city is as likely to sit in a large apartment building, where risers (the vertical supply and waste pipes) serve the floors above and below, as in a detached house, and the two are built under different codes: the Residential Code for the house, the Building Code and the Plumbing Code for the apartment, plus the board's rules. New Rochelle sits outside New York City, so the State's Uniform Code applies, and its 2025 edition, built on the 2024 International Code Council books, has governed every permit application since December 31, 2025. City Code section 111-8 requires a permit for any work that must conform to the State Code. The Building Official may waive a permit under section 111-9C only for an alteration costing less than $10,000 that leaves structure, fire safety and the electrical, plumbing and heating systems untouched, which excludes any bathroom remodel that touches the plumbing or wiring. We apply through CitySquared, upload the insurance certificates and plans, and post the permit on site; it lapses if work has not begun within 90 days. Plumbing here falls under City Code Chapter 242. The City issues a plumbing permit only to a master plumber who holds a certificate from the Westchester County Examining Board of Plumbers and is registered with the Plumbing Inspector, and the plan filed with the Bureau of Buildings must be approved by the Plumbing Inspector before work begins. No plumbing may be covered until it is inspected, tested and approved, and the job ends with a certificate of approval delivered to the owner. Electricians need a Westchester County trade license, and under section 111-18C the electrical work closes with a certification from the New York Board of Fire Underwriters or another inspection agency the City authorizes. The 2023 National Electrical Code that the 2025 Uniform Code references requires GFCI (ground-fault circuit interrupter) protection for bathroom receptacles and a 20-ampere circuit to serve them.
Older walls bring a state rule and a federal one. Industrial Code Rule 56 requires an asbestos survey before renovation in a building whose construction began before January 1, 1974, with an exception for the owner of a one- or two-family house who hires the work out and does not direct it; a copy goes to the permit office and stays on site. For homes built before 1978, the EPA's Renovation, Repair and Painting rule requires a firm with EPA or state certification and lead-safe work practices whenever more than 6 square feet of interior paint per room is disturbed, and for any demolition of painted surfaces. You receive the EPA's Renovate Right pamphlet no more than 60 days before work starts. By the Census count, 75.9% of the city's homes date from 1979 or earlier.
New Rochelle's water comes from Veolia Water New York's Rate District 1, which buys it from New York City's Catskill and Delaware systems. New York City's 2025 water quality report gives that supply an average hardness of two grains per gallon, soft on its own scale, and an average pH of 7.3. The district's lead 90th percentile for the 2025-2027 monitoring period is 12.2 parts per billion, under the EPA's action level of 15, and the State's 2024 inventory counts 8,008 lead service lines across the district's nine municipalities. On the drain side, City Code section 242-11E requires old tile, cement or other nonconforming drainpipe to be replaced once it is uncovered, so we price that possibility before the floor comes up.
Because the city fronts Long Island Sound, its code carries flood rules in Chapter 111, Article IV, which adopts FEMA's Flood Insurance Rate Maps effective September 28, 2007; any development in a special flood hazard area needs a floodplain development permit from the Building Official. A remodel whose cost equals or exceeds 50% of the structure's market value counts as a substantial improvement, and the house must then meet the flood rules, including a lowest floor two feet above the base flood level in A zones. In those areas, new and replacement plumbing connections and electrical equipment sit two feet above the base flood elevation or one foot above the highest flood of record, whichever is higher. Westchester County was named in the federal disaster declaration for the remnants of Hurricane Ida in September 2021.

Tie it to your home and to this market's published figures. A 2012 NKBA budgeting article suggests spending 5 to 10 percent of the home's value on a bathroom, and the Census puts New Rochelle's median owner-occupied home value at $702,500. Fixr's New York page (2025) averages a full bathroom at $14,808 and a master bath at $32,701. Stone walls, steam and a moved layout push a room toward the top of the ranges, and HomeGuide advises holding a 10% to 20% contingency for what the walls reveal.

By the published ranges, $5,000 fits a powder room or cosmetic work, not a full remodel. Does a bathroom remodel in New Rochelle need a building permit?
Almost always. City Code section 111-8 requires a permit for any work that must conform to the State Code, and the City's permit page states that the requirement comes from New York State, not a local ordinance. Bathroom work is not on the City's short list of jobs that need no permit, and the section 111-9C waiver excludes work that affects plumbing, electrical or heating systems. Can you remodel a bathroom in a New Rochelle co-op or condo?
Yes, within the building's rules. In a co-op the proprietary lease and house rules govern work inside the apartment; in a condo, the by-laws and house rules. In a 1990 decision on a co-op renovation, New York's Court of Appeals considered a lease barring any alteration of water, gas or steam risers or pipes without the co-op's prior written consent, and held that courts will not substitute their judgment for a board acting in good faith within its authority. The City permit still applies, and plumbing in an apartment building follows the Plumbing Code of New York State.
How long does a bathroom remodel take?
Plan for the preparation as well as the build. Angi's 2026 timeline guide allows at least a month for pre-construction and about a week to apply for and obtain permits; HomeGuide (2025) puts the remodel itself at 3 to 8 weeks; and Houzz, citing NKBA, says the process can take six weeks to eight months or more. Basco quotes 7-10 business days to make a custom shower door once the order is final. A New Rochelle permit lapses if work has not begun within 90 days of issue, so we file once the selections are settled.
Should a bathroom be marble, quartzite or porcelain?
Each behaves differently. Marble etches under acids, quartzite does not, and some stone sold as quartzite is marble, so we test a sample against glass and lemon juice, the Natural Stone Institute's checks. Porcelain absorbs 0.5% or less water under ANSI A137.1, and gauged porcelain panels, covered by ANSI A137.3, come in 3.5 to 6.5 mm thicknesses, the thinner class for walls only. Engineered quartz is 70% to 93% quartz bound with resin, which the Institute does not count as natural stone. A stone floor needs framing stiff to L/720, twice the stiffness ceramic tile needs.
